Job Description
THE JOB: Responsible for the planning, design, execution and coordination of all civil engineering aspects in for port development projects, ensuring all works comply with design specifications, safety regulations, quality standards and project timelines. KEY RESPONSIBILITIES: - Conduct feasibility studies and Front-End Engineering Design (FEED) by developing plans, analyzing methodologies, and assessing project impacts to determine optimal improvements.
- Perform design analysis and quality evaluation by preparing cost estimates, defining project scopes, scheduling deliveries, developing contracting strategies, and finalizing engineering drawings, manuals, and reports.
- Oversee civil-related disciplines by ensuring proper design, installation, and maintenance while coordinating with stakeholders and enforcing safety and operational standards.
- Manage resource allocation to ensure adequate staffing, materials, and effective project execution while supervising contractors, suppliers, and vendors for timely delivery per contract terms.
- Oversee procurement including consultant and vendor selection, tender preparation, equipment specification reviews, bid evaluation, and contract negotiation to ensure cost-effectiveness and compliance.
- Engage with consultants, contractors, and regulatory bodies for contract administration, deliverables tracking, and performance monitoring to align projects with business objectives.
- Identify and implement infrastructure improvements that enhance port competitiveness by supporting investment planning, conducting operational audits, and overseeing project justification.
- Verify and certify contractor claims for accuracy and ensure timely payment.
- Demonstrate and ensure the confidentiality, integrity and availability of information in accordance with Bintulu Port information security requirements, policies and procedures during and after employment.
